2021年汉江秋汛异常水雨情特征及风险管理机制探讨

Discussion on the characteristics and risk management strategies of abnormal rainfall-flood regime in the Hanjiang River Basin during the autumn flood season of 2021

  • 摘要: 2021年汉江秋汛期出现了超20 a一遇的大洪水,其上游累计降雨量和丹江口水库累积来水量均突破其历史极值。如何有针对性做好气象保障服务,对气象部门而言是重大挑战。基于对2021年汉江异常秋汛水雨情特征的总结及其气象保障服务过程的回顾,指出汉江秋汛气象保障服务工作中存在的若干问题,提出不断提高汉江秋汛气象保障服务质量和效率的若干风险管理机制,可为今后做好汉江秋汛气象保障服务提供参考依据。

     

    Abstract: The Hanjiang River during the autumn flood season of 2021 encountered the serious flood event with a return period of more than 20 years,where both the accumulated precipitation in the upper reaches of Hanjiang River and the accumulated inflow in Danjiangkou Reservoir broke their history records. It is a major challenge for meteorological departments to do a good job in their support services. Based on the summary of abnormal rainfall-flood characteristics and the review of meteorological support service process in the Hanjiang River Basin during the autumn flood season of 2021, this study points out some problems in the meteorological support services for the autumn flood in the basin in 2021. In addition,this study also proposes several risk management strategies to improve continuously the quality and efficiency of meteorological support services. These strategies can provide a reference for providing better meteorological support services of Hanjiang River in the autumn flood season in the future.
