青海大通“8·18”山洪灾害的天气特点及其气象应急服务对策

Synoptic characteristics and corresponding meteorological emergency service strategies based on a mountain flood disaster event in Datong of Qinghai Province on August 18, 2022

  • 摘要: 气象部门如何发挥自身职能优势有效防范和应对极端天气带来的风险挑战是气象服务实践中急需探讨的重要问题。2022年8月17日夜间,青海东北部出现极端短时强降水,其中西宁市大通回族土族自治县发生山洪灾害,造成重大经济损失和人员伤亡。联系这次极端短时强降水天气过程的特点及其造成的大通山洪灾害,结合气象部门对此次山洪灾害气象应急服务过程的回顾,归纳其气象应急服务中存在的问题,并有针对性地提出今后做好青海地区山洪灾害气象应急服务的4点建议:构建反映区域特性的气象灾害应急响应预案、完善多要素全覆盖的气象监测站网、健全气象灾害应急响应联动机制、加强内容丰富且形式多样的气象科普宣传教育。

     

    Abstract: How to leverage its functional advantages to effectively mitigate and address the risks and challenges caused by extreme weather is an urgent issue that needs to be discussed in meteorological service practice. On the night of August 17, 2022, an extreme short-term heavy rainfall event occurred in northeastern Qinghai Province, leading to mountain flood disasters in Datong Hui and Tu Autonomous County in Xining City, which resulted in significant economic losses and casualties. Based on the characteristics of the short-duration extreme precipitation event and the resulting mountain flood disaster in Datong, combined with reviewing the meteorological emergency service process during the disaster, this study summarizes the problems in the meteorological emergency service and puts forward four suggestions for improving the meteorological emergency services in response to the mountain flood disasters in Qinghai in the future. These four suggestions are: (1) build meteorological disaster emergency response plans that reflect regional characteristics, (2) improve the meteorological monitoring station network to cover all relevant elements, (3) establish the meteorological disaster emergency response coordination mechanisms, and (4) strengthen meteorological science popularization with rich content and diverse forms.
