Submission Instruction

Torrential Rain and Disasters is an academic journal in Chinese language, supervised by Hubei Meteorological Service and sponsored by Institute of Heavy Rain, China Meteorological Administration, Wuhan. The journal publishes the latest achievements and comprehensive review in the areas of rainstorm, strong convective weather and secondary disasters. The journal is bimonthly issued, included by the Key Magazine of China Technology (China's Science and Technology Paper Statistical Source Journal). Contributions are welcomed from scientific and technological staff engaged in atmospheric science research, meteorological services at home and abroad.

1. Requirement for Manuscript.

1.1 General Manuscripts should have clear arguments, concise words and reliable data. The following parts should be included in order: Chinese title (no more than 20 Chinese characters), author names, institutes, Chinese abstract (about 400 characters, generally including objective, data, methods, results and conclusion), key words (4-8 words); English title, English names of authors, English title of institutes, English abstract and key words; main body text; conclusion and discussion; reference.

1.2 Format For specific requirement of format, please refer to the Manuscript Template at the “Download Center” of this website. Upon submission, authors only need to upload the manuscript in Word. Copyright Transfer and Ethical Statement Form shall be submitted after the article is accepted

1.3 Authors: At the footer of the first page of each article, the following information should be noted: the title (number) of funding projects and the information of the first author such as name, research field and E-mail address. The name, research field and E-mail of the corresponding author can also be listed under the first author. The corresponding author is responsible for the academic quality of the article.

1.4 Units: All units of measurement shall be legal units of the people's Republic of China.

1.5 Figures & Tables: Figures and tables should be selective and placed after the relevant text. Headings of figures and tables should be written in both Chinese and English. There should be no more than 10 figures for one article. Tables shall adopt three-line style. Quantities and units are separated by "/". Physical quantities are in italics. Figure (table) number, headings, annotations, symbols, language, font, color and case should be indicated clearly.

1.6 References: The author-year system is adopted for format of references. For details, please refer to the Format of Reference at the “Download Center” of this website.

1.7 Others: For other requirements, please refer to the Submission Check-list and Revising Check-list at the “Download Center” of this website.

2. Peer Review & Editing

2.1 Review Policy: The journal adopts a double-blind review system. After submission, the editorial office will conduct a preliminary review of the manuscript. The editorial office will reject the manuscripts which are insufficient in originality, having serious scientific or technical mistakes, lacking valuable information, or not in the scope of the journal. Manuscripts which have passed the preliminary review will be anonymously sent to two or more peer reviewers. Authors must respond to reviewers' every comment and submit the revised version in time. This process would be repeated until reviewers and editors are satisfied with the manuscript. The Editor-in-Chief will conduct the final round of review and the editorial office shall impartially select manuscripts on the basis of academic quality and the review comment.

2.2 Editing: The editorial office may carry out appropriate wording amendment on accepted manuscripts. Please make a statement upon submission if authors do not accept any such amendment.

2.3 Timing: The author shall be informed of the review results of the manuscript within three months. The revision of manuscript should be completed within the given time, or it shall be deemed as withdrawn of submission.

2.4 Appeal and Post-publication Discussions: If authors have objections against the review comments, they can file an appeal. Authors should write an "Appeal Letter" stating the manuscript serial number and send it to the editorial office. The letter needs to provide detailed reasons for the appeal, including a comprehensive and reasonable explanation responding to the review comments, and it must be stamped by the author's institution for validation. The editorial office will decide whether to accept the appeal as appropriate. We warmly welcome authors and readers to participate in discussions on our published articles. Comments can be sent to the editorial office, who will handle them promptly and provide feedback as necessary. Furthermore, the journal actively encourages readers and authors to engage in mutual supervision and offer feedback on pertinent information, aiming to cultivate a vibrant and positive academic environment. 2.5 Special Issues and Columns: The review process for special issues and columns follows the same procedure as the regular issues, including identical review and editorial processes, with the editor-in-chief making the final acceptance decision. The editor-in-chief is responsible for all content, including special issues and columns. For special issues, authoritative experts in the field may be invited to serve as guest editors, overseeing theme proposal, manuscript solicitation, peer review organization, and addressing any publication issues under the editor-in-chief's supervision to ensure fairness in the review process.

2.6 Submission by EBMs/Editors/Guest Editors: The EBMs/Editors/Guest Editors should not be involved in publishing decisions on papers which they have written themselves or have been written by their family members or colleagues. Any such submission should be strictly subject to the journal’s usual editorial process. Peer review should be handled independently from the relevant author/editor and their research groups.

2.7 Correction and Retraction: Articles published online or in print are considered the final and complete version. In principle, the journal does not make corrections or retractions on published articles. However, in case of the situations described below, corrections or retractions may be carried out if truly necessary.

Correction: If there appears to be an unintended scientific mistake in the article which would not lead to significant impacts on the results and conclusion, the editorial office will publish corrections in the journal as soon as possible, detailing the changes made to the original article and indicating the source of the article. The journal will release the corrected new version of the article, and specify the changes to the original article and the date of update. In addition, the superseded version will also be archived. Readers can obtain it directly, but only the latest version of the article should be used for citation.

Retraction: In the following cases, the editorial office would retract published articles and issue retraction statements: 1) If an article is found to have severe scientific errors making the results and conclusion of the article unreliable. 2) For article suspected of academic misconduct, such as plagiarism and data falsification, the editorial office will initiate an investigation and issue a statement to inform readers of the risks associated with the article. Once the investigation is completed, the result will be made public. If the academic misconduct is confirmed, the article will be immediately retracted and a retraction statement will be issued by the editorial office.

3.  Copyright & Archiving

3.1 OA PolicyTorrential Rain and Disasters is an open access journal. Once published, all articles will be immediately and permanently available for readers to read and download free of charge. For details, please read the “OA Policy” page.

3.2 Copyright Transfer: Once manuscript is accepted and published by the journal, authors shall sign the Copyright Transfer and Ethical Statement Form to transfer the copyright of the paper to the editorial office of Torrential Rain and Disasters, including the rights of electronic publishing, multimedia publishing, online publishing and other forms of publication.

3.3 Self-Archive: Since 2007, all journal articles have been digitally archived and can be searched and downloaded from the journal website. In order to ensure data security, all information has also been backed up in the editorial office. Before 2007, the hard and soft copy of each issue of the journal had been kept in the editorial office for archiving. In addition, other relevant materials are also kept by the editorial office, such as supplementary information and forms provided by the authors.

3.4 Third-Party Archive: The journal has been included in China Academic Journals (CD version), China Journal Network, Wanfang database, Chinese Science And Technology Journal Database, Bokan, China Core Journal (selection) Database and Zhongyou Reading. Once published, the article will be archived in both the CD-ROM and online databases. If authors do not agree to the inclusion, please make a statement upon submission. If the journal and the website were closed, archiving data could be retrieved through third party full-text databases mentioned above.

3.5 Data Sharing: The authors are encouraged to publish or share their research data whenever appropriate. Data sharing is helpful for experiment repeating and data reuse. The data for sharing may include original data, observation records, experimental results, etc. The journal also encourages the sharing of software, code, models, algorithms, protocols, methods and other useful materials. The authors can upload the materials above to an accessible third-party repository and make a proper citation or add a link at the end of the article. 

4. Article Processing Charge

Once the manuscript publishing is confirmed, an APC shall be payable (RMB 400 per black/white page, RMB 800 per colored pages). For now, the charge is up to RMB 9600 yuan. The editorial office will remunerate the authors with a one-off payment (including remuneration for print and online edition, as well as remuneration for online service) and two copies of the current issue of the journal.
